asked the Secretary of State for Social Services if he is satisfied that losses to the National Health Service due to theft and fraud were no greater than 0.007 per cent. of total National Health Service expenditure in 1982–83.

Mr. Kenneth Clarke

The figure represents only those losses known to be due to theft, fraud and criminal damage and we have no reason to doubt its accuracy. Undetected thefts will naturally not be reflected in the losses statement although, in future, unexplained losses will be accounted for.
