§ Mr. StanleyIn accordance with the provisions of the 1975 Helsinki final act, all major military manoeuvres in 519W Europe exceeding a total of 25,000 troops are notified by the NATO nations involved to all other states who participate in the CSCE process. In addition, NATO nations frequently notify smaller manoeuvres although there is no abolsute requirement to do so.
