§ Mr. BrookeThe research council's grants-in-aid from the science budget are as follows:
places in higher education of (a) the abolition of the minimum grant and (b) the means-testing of academic fees.
§ Mr. BrookeThe projections of demand for higher education published in "Report on Education 100" (July 1984) take as their starting point the propensity to enter higher education experienced in 1981 (variant X) and in 1983 (variant Y). This was a product of the then current level of student grant and of other factors affecting demand. The report recognises that changes in the level of student grant and in other factors could affect demand, but it is not possible to project with any confidence the effect of any particular change in this complex of factors.
