asked the Secretary of State for the Environment what assessment he made, prior to proposing that each London borough should prepare a unitary development plan in the event of the abolition of the Greater London council, of the relative costs in terms of money and staffing of processing such plans in place of the Greater London council's submitted alterations to the Greater London development plan.

The proposals for unitary development plans were put forward after assessing the representations to the consultation paper on the "Reallocation of Planning Functions in the Greater London Council (GLC) and Metropolitan County Council (MCC) areas". They represent a simplification of development plans proposals and will avoid any duplication of effort which could arise if there were separate procedures for structure and local plans.
