§ Mr. HayhoeAttempting to assess the relationship between a given increase in the number of Customs officers and increased efficiency in preventing illegal importation of drugs does not seem the best way forward. Customs need to identify those areas where its controls can most advantageously be strengthened. This is a continuous process with the constant adjustment of these controls to meet the changes in routes and methods used by smugglers which inevitably follow from successful action by Customs against existing methods.
