asked the Secretary of State for the Environment what arrangements he proposes for the completion of plans required under section 2 of the Control of Pollution Act 1974 in west Yorkshire in the event that the county council is abolished and responsibility for waste disposal matters is transferred to the district councils.

The Government intend that all aspects of waste regulation and disposal, including the completion of plans required under section 2 of the Control of Pollution Act 1974, should become the responsibility of the district councils in the event of the abolition of West Yorkshire county council.

The need for long-term planning of waste disposal over a sufficiently wide area was, however, one of the key criteria in the consultation document "Streamlining the Cities: Waste Disposal"—10 November 1983—and it is expected that the plans produced will reflect this.
