asked the Secretary of State for the Environment what steps he intends taking to enable district councils to spend a higher proportion of their capital receipts on capital projects of their own choice.

My right hon. Friend has announced his intention of discussing with the local authority associations ways in which the control of local authority capital expenditure can be improved. Any representations which the associations may wish to make in the course of those discussions about the use of capital receipts will be carefully considered.
