§ Mr. RifkindMy right hon. and learned Friend has raised the question of human rights in the Soviet Union with Mr. Gromyko on three separate occasions this year and has specifically mentioned his concern at the plight of Soviet Jewry. Regrettably, there has been no response to these and to many other representations made to the Soviet Union about its failure to honour its obligations in the human rights field.
