asked the Secretary of State for Employment what assistance his Department provides to people moving from one part of the country to another for the purpose of taking up employment; whether he proposes any changes; and if he will make a statement.

The Manpower Services Commission provides financial assistance under the employment transfer scheme to help and encourage unemployed people to move home permanently to take up employment. The main aim of the scheme is to help to fill vacancies which employers have tried and failed to fill with suitable local unemployed people.

A review of the scheme has recently been undertaken by officials of the Manpower Services Commission and the Department of Employment. This has led to proposals to improve the scheme's cost-effectiveness and simplify its rules which are currently being considered by the commission.
