23. Mr. McQuarrie

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement regarding an arrangement with the Spanish Government and Her Majesty's Government that Spanish nationals are to have the right to work and live in the dependent territory of Gibraltar.

Mr. Renton

No such arrangement has been concluded Spanish nationals will be entitled to full rights under the EC treaty throughout the Community, including Gibraltar, on Spain's accession, subject to any transitional periods and derogations to be agreed between the Community and Spain. Spanish nationals may currently both live and work in Gibraltar, subject to the requirements of Gibraltar's legislation.
