§ Sir Geoffrey HoweThe Fontainebleau European Council set up an ad hoc committee to look into the improved operation of the Community. Better decision-making is one of the many topics under discussion. I should not wish to anticipate the committee's conclusions; but the first priority is clearly to concentrate on securing full implementation of the existing treaty.
