§ Mr. RifkindYes. We have expressed our concern to the Ethiopian Government over the difficulties which the fighting in Ethiopia poses for relief agencies, most recently when my right hon. Friend the Minister for Overseas Development met Mr. Dawit Wolde-Giorgis, the Commissioner for Relief and Rehabilitation, on 7 November.
