asked the Secretary of State for the Environment (1) what discussions he has had on methods of controlling the expenditure and manpower of joint boards taking on the responsibilities of the passenger transport authorities of the metropolitan county councils in the event of the implementation of Cmnd. 9063; and what were his conclusions;

(2) what discussions he has had on methods of controlling the expenditure and manpower of joint boards taking on the responsibilities of the fire departments of the metropolitan county councils in the event of the implementation of Cmnd. 9063; and what were his conclusions;

(3) what discussions he has had on methods of controlling the expenditure and manpower of joint boards taking on the responsibilities of the police authorities of the metropolitan county councils in the event of the implementation of Cmnd. 9063; and what were his conclusions.

I have considered the representations made on this point on response to Cmnd. 9063. My conclusions will be incorporated in the Bill to be published shortly.

asked the Secretary of State for the Environment what is the monetary value of services to be transferred directly to London borough control in the event of the dissolution of the Greater London council.

Of the GLC's 1984–85 budgeted rate fund net current expenditure, it is estimated that about £380 million-£400 million relates to services which are to be transferred to London boroughs direct. Another £127 million will fall to the borough-controlled London Fire Board.

asked the Secretary of State for the Environment if he will set out in detail how the information about concert hall bookings on the South Bank requested in his letter to the director general to the Greater London council of 7 November will facilitate the formulation and, in the event of their being approved by Parliament, the implementation of proposals for the abolution of the Greater London council.

The Government intend to propose that, if Parliament agrees, responsibility for the South Bank arts complex will be transferred to the Arts Council. The information requested will facilitate a continuing concert programme on the South Bank after 1 April 1986.
