§ Mr. BrookeMy right hon. Friend sets maximum fees only for overseas students who began their courses before 1 September 1980, who are excluded from the effects of the Government's policy that overseas students should pay fees that cover the cost of their education. For other overseas students, institutions and local education authorities are free to determine the fee to be charged in accordance with the Government's policy and in the light of their own circumstances.
