§ Dr. Roger Thomasasked the Secretary of State for Wales if he will publish his reply to the seven-point resolution forwarded to him by the Welsh counties committee and supported by the district councils of Wales calling for an independent commission to report on the constitutional relationship between central and local government, passed by the Welsh local authority associations at the Cardiff meeting on 4 June.
§ Mr. Wyn RobertsThe Welsh counties committee was informed that we saw no need to establish such a commission. The constitutional position of local authorities is clear. Their boundaries, powers and functions have been established by Act of Parliament and are subject to change by the will of Parliament.
