asked the Secretary of State for Transport what reduction in his Department's programme will be caused by the decision to extend value added tax liability to roads and other civil engineering work.

Latest estimates indicate that the reduction in resources available for the motorway and trunk road programme following the extension of value-added tax to alterations to civil engineering works will be not more than £3 million in total over this and the next financial year. This will not significantly affect the pace and momentum of the trunk road programme. From April 1985 all tax on highways works will be recoverable.
