asked the Secretary of State for Trade and Industry what plans he has to propose more favourable terms for Third world producers under the new multi-fibre arrangement currently being negotiated; if these will include the exemption of the poorest countries from quota restrictions; and if he will make a statement.

Mr. Channon

The GATT secretariat has produced a study on "Textiles and Clothing in the World Economy" at the request of the GATT council in order to assist discussion. A copy of this study has been placed in the Libraries of both Houses. We have also commissioned a report from Professor Silberston of Imperial College on the implications for the United Kingdom economy of international trading policies affecting textiles and clothing, which is due to be published in December. These studies will assist in our policy deliberations, which will cover such issues as those posed in the hon. Member's question.
