§ Sir Geoffrey HoweSince my last meeting with the Spanish Foreign Minister in New York on 25 September, when we reviewed the discussions which had taken place at official level, diplomatic contacts have continued. I expect to meet the Spanish Foreign Minister again soon. It remains our aim to achieve the earliest possible implementation of the Lisbon statement, which provides the best framework for managing our differences with Spain over Gibraltar.
