asked the Secretary of State for Scotland if he will encourage chief constables of Scottish police forces to undertake campaigns against vehicle excise duty evasion similar to those which have been carried out in England and Wales during the past two years.

My Department is discussing with the Association of Chief Police Officers (Scotland) how the arrangements for enforcing payment of vehicle excise duty can be made more effective. The association, while sharing the view of the Secretary of State that appropriate action must be taken against persons who seek to evade payment, is not convinced that this can best be done by campaigns of the kind which have been carried out in England and Wales.
