Mr. Mates

asked the Secretary of State for Defence if he will list the contracts, with the subject of assignment, awarded to management consultancy and accounting firms by his Department in 1983.

The Ministry of Defence let 23 contracts to management consultancy and accounting firms during 1983. The list is as follows:

  • Usage/upkeep cycles for RN ships.

  • To conduct independent periodic critical reviews of all programmes and advise on areas of difficulty, predict problems and present options with recommendations.
  • To maintain networks and prepare new networks as required to interlink development and production programmes.

PA Computers and Telecommunications

  • To carry out a study of the functional requirements for manufacturing Systems Requirements for all ROFs and make recommendations.
  • To review existing Systems and Facilities and make recommendations.

Wolff Olins Ltd

  • To provide advice and practical assistance to the royal ordnance factories in evolving the presentations of the organisation as a Companies Act company.

Lazard Bros & Co

  • To provide advice and in some cases practical assistance to the royal ordnance factories on financially related matters during transition to a company under the Companies Act.

  • To provide advice and practical assistance as required by the royal ordnance factories (ROFs) on accounting practice (financial and accounting matters) and related matters during transition to a Companies Act company.
  • To maintain a broad awareness of the changes taking place in the ROF organisation and provide specific advice as those issues arise.

  • To design pension schemes for the royal ordnance factory organisation in consultation with the project officer ready for implementation on vesting day.
  • To assist in negotiations with other Government Departments regarding transfer values of existing pension rights.
