§ Mr. LeeAll experiments with living animals conducted by my Department comply fully with the requirements of the Cruelty to Animals Act 1876 including therefore the stipulation that experiments must be performed
with a view to the advancement by new discovery of physiological knowledge or of knowledge which will be useful for saving or prolonging life or alleviating suffering.They are therefore not accurately described as warfare experiments. The number of experiments in 1983 was some 9,800.
