asked the Secretary of State for Trade and Industry if, in the light of the decision of the Manchester Crown court in the case of K. B. and Company (Fancy Goods) Ltd., he will introduce legislation to make more explicit the liability for costs incurred by a local authority in enforcing Consumer Protection and Consumer Safety Acts.

Consumer safety legislation is being reviewed and a White Paper will be issued soon. The issues raised by the decision of the Manchester Crown court to which the hon. Gentleman refers, including difficulties some local authorities have experienced in recovering the full amount of costs incurred in bringing prosecutions against suppliers of unsafe consumer goods, are being taken into account.
