asked the Secretary of State for Transport by what criteria he will determine expenditure levels for public transport joint boards during their first three years of existence.

Mr. Ridley

In setting precepts for passenger transport joint boards following the abolition of the metropolitan county councils, I shall have regard to the level of national resources which it would, in my view, be appropriate to make available for the support of public transport in those areas. I shall also consider the information provided in the plans prepared by the passenger transport executives about the benefits to be derived from different levels of support and the implications for fares and services, taking account of the scope for improvements in productivity and reductions in unit costs.
