asked the Attorney-General what decision the Director of Public Prosecutions has made regarding the case of Nora Hussey following the representations made to himself.

As to the decision of the Director of Public Prosecutions in this case, I would refer the hon. Member to the answer given by the Solicitor-General on 13 December 1983. It has long been accepted that a decision not to institute proceedings taken on grounds other than evidential grounds should not be reversed once it has been communicated to the prospective defendant. Any different practice would be oppressive and perpetuate uncertainty on the part of those who have become suspects. I am satisfied that the decision of the director in this case was the correct one.
