Mr. David Atkinson

asked the Secretary of State for Foreign and Commonwealth Affairs what progress has been made in the implementation by the Union of Soviet Socialist Republics and eastern European countries of the provisions of the Helsinki final act since the review conference in Madrid.

There has been no significant change in the performance of the Soviet Union and the countries of eastern Europe in their implementation of the Helsinki final act since Madrid, especially in respect of the parts in the Helsinki and Madrid documents which touch on human rights.
