asked the Secretary of State for Education and Science if he is satisfied with the schooling arrangements for the rising-fives and five-year-olds.

I assume the hon. Member is referring to the age at which children are first admitted to school by local education authorities. It is for local education authorities to decide, in the light of their assessment of local needs and resources, whether to admit to school children who are younger than the statutory school age.
