asked the Secretary of State for the Environment if he will estimate the likely cost to local authorities of expenses incurred by the Staff Commission in the event of the implementation of clause 6 of the Local Government (Interim Provisions) Bill.

The effect of clause 6(2) is that the cost of special activities or extra work undertaken by the Staff Commission at the request of a local authority will be met by that authority. No estimate has been made of these costs because they will depend on the extent to which the local authorities concerned choose to make use of this facility. The whole of the cost of the Commission's main activities will be met by the Exchequer.
