34. Mr. Andrew Bowden

asked the Secretary of State for Social Services what representations he has received about his changes to housing benefit since he last answered oral questions.

Since 27 March we have received representations on our decisions to make changes in housing benefit from Members of Parliament, local authority associations, and members of the public.

asked the Secretary of State for Social Services (1) what plans he has to set an upper limit on losses of housing benefit which will be imposed in November; (2) if he will now publish his proposed changes to housing benefit for November.

Final decisions have not yet been taken. I hope to announce a decision within the next few weeks.

asked the Secretary of State for Social Services whether he is now able to report any progress on his negotiations with local authorities over housing benefit changes planned from November.

There have been discussions between our officials and the local authority associations and we are now considering the responses of the associations.
