asked the Minister of Agriculture, Fisheries and Food whether, in allocating milk quotas, he will give special consideration to those areas for which the base year was an exceptionally poor year for milk production.

Initial provisional milk quotas will not take account of special circumstances. However, a reserve of about 2.5 per cent. of the total England and Wales Milk Marketing Board quota has been set aside for this purpose. Details of these arrangements will be announced as soon as possible.
