§ Mr. JoplingDiscussions are continuing in the Council of Ministers on arrangements for improving the control of Community expenditure, including provision for a financial guideline for the common agricultural policy. The Government's policy remains that the rate of growth of expenditure on the CAP should be below that of the Community's own resources base.
