asked the Secretary of State for Foreign and Commonwealth Affairs if he will make representations to the Soviet authorities about their refusal to allow Sasha Lein, of Leningrad, to emigrate to Israel.

We have raised the subject of human rights on many occasions with the Soviet Government, most recently during the visit of Mr. Kornienko on 29 March. We have expressed our regret at their continuing refusal of exit visas to many Soviet citizens waiting to emigrate in order to be reunited with their families, in contradiction of Soviet commitments under the Helsinki final act and Madrid concluding document. However, the timing and manner of our representations over individual cases must remain a matter for consideration and decision as opportunity arises.
