What action they would propose if the overall membership of a precepting joint board did not reflect the overall political balance within the nominating authorities in the event of the implementation of Cmnd. 9063 and accompanying consultation papers.
§ The Minister of State, Department of the Environ-ment (Lord Bellwin)Cmnd. 9063 proposed that the nominations to a joint board made by each borough or district council should reflect as closely as practicable the balance of parties in that council. It made no proposals affecting the political balance of the overall membership of the joint board.
