asked the Secretary of State for Foreign and Commonwealth Affairs if, in evaluating opinion in Hong Kong on the proposals for the future of the territory, he will make it his policy to give greater weight to the views of those who possess only travel documents as citizens of a British dependent territory than to those who have either the right of abode in the United Kingdom, or passports of other nations; and if he will make a statement.
