Mr. Dalyell

asked the Secretary of State for Foreign and Commonwealth Affairs what further steps have been taken by the director of the Government communications headquarters, Cheltenham, to persuade employees to give up their trade union membership; and if he will publish the terms of the director's letter circulated to staff on 19 March.

Copies of director GCHQ's letter to staff dated 19 March 1984 have been placed in the

Library of the House. The letter says that GCHQ will do its utmost to arrange appropriate transfers for those who have decided against continuing to work there, but points out that if, on reflection, they wish to change their mind their earlier decision will be completely disregarded. The letter also urges those who have not yet expressed a preference for either option A — to remain at GCHQ under the new conditions— or option B — to seek to transfer—to do so now.
