Mr. Gordon Brown

asked the Prime Minister if Ministerial personal advisers have the status of temporary civil servants; and whether they are subject to the general principles of conduct pertaining in the Civil Service.

The Prime Minister

Ministerial personal advisers who are not civil servants are appointed personally by the Minister on terms and conditions laid down by him; these are as a rule similar to those applicable to civil servants, and will require them to follow similar rules of conduct. Personal advisers are answerable to the Minister concerned for their conduct.
