asked the Secretary of State for Defence what steps he is taking to ensure that potentially lethal toxic substances do not fall into the hands of terrorists.

Under the Export of Goods (Control) Order 1981 noxious chemicals likely to be used for military purposes require an export licence before they can be sold overseas. Toxic substances held by the Ministry of Defence are carefuly guarded but it would not be appropriate to disclose details of the security measures employed.
