asked the Secretary of State for the Environment what was the rate support grant provision for each district council and London borough included in the seven inner city partnership areas in 1979–80; and what in constant prices was the rate support grant provision for 1983–84 and 1984–85.

All figures are in cash terms. Those for 1979–80 comprise needs, resources and domestic elements and are final entitlements. Those for 1983–84 and 1984–85 comprise block grant and domestic rate relief grant. The figures for 1983–84 are latest estimates based on the authorities' budgets, after holdback. Those for 1984–85 are estimates of entitlements on the assumption that all local authorities spend at the level of their expenditure guidance. Because the grant arrangements changed in 1981–82, the figures are not fully comparable over time.
