asked the Secretary of State for Transport what has been the effect upon the incidence of serious injury to motor cyclists of the introduction of the compulsion to wear crash helmets.

On the basis of four months experience of compulsory helmet wearing in 1973, it was then estimated that the measure would save around 200 fatal and serious casualties—rider and pillion—in a full year. However, circumstances have changed so much each year since then that it is no longer possible to provide a meaningful figure annual casualty savings.
