§ Mr. Parryasked the Secretary of State for Foreign and Commonwealth Affairs what plans the Hong Kong Government have to implement the Law Reform Commission's recommendation that Hong Kong law should be altered to legalise consenting sexual conduct in private between two adult males.
§ Mr. LuceThe Hong Kong Government have considered in detail the report of the Law Reform Commission and the numerous public comments from individuals and organisations which have been made upon its recommendations. They intend soon to present a memorandum to the Executive Council seeking the Council's advice on the recommendations in the report.
§ Mr. Parryasked the Secretary of State for Foreign and Commonwealth Affairs what plans the Government of Hong Kong have to review their employment policy in the light of the Law Reform Commission's conclusion at paragraph 5.40 of its report about law relating to homosexual conduct; and if the Hong Kong Government have withdrawn, or are to withdraw, circular No. 106/82 which bans known homosexuals from the Hong Kong civil service.
§ Mr. LuceThe Hong Kong Government consider that until the Executive Council has reached a decision regarding the Law Reform Commission's recommendations, it would be inappropriate for the Administration to review their employment policy.
§ Mr. Parryasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the report of the Law Reform Commission of Hong Kong about the laws relating to homosexual conduct and the compatibility of Hong Kong law with article 17 of the international covenant on civil and political rights.
§ Mr. LuceWe are aware of the report of the Law Reform Commission in Hong Kong on this subject. It is now for the Hong Kong Government to decide whether or not to amend the present legislation on homosexuality in Hong Kong.
