asked the Secretary of State for Employment if he will estimate the number of trade unionists who have had their rights in respect of trade union membership in any sense restricted since May 1979.

The certificates issued on 25 January by my right hon. and learned Friend excepting GCHQ staff from the statutory rights provided in the Employment Protection (Consolidation) Act 1978 and in the Employment Protection Act 1975 represent the only occasion since 1979 when rights in legislation in respect of union membership have been restricted.
