asked the Secretary of State for Scotland whether he will give a breakdown of the figures of the increase in resources to health boards in Scotland between 1983–84 and 1984–85; and if he will publish a table indicating the increases in real terms for each board, as well as the average for the whole of Scotland.

The information requested is as follows:

Department report, "Crossing the Boundaries", that information about privately fostered children requires to be collected and that sections 95, 96 and 97 of the Children Act 1975 should be implemented without delay;

(3) if he has considered the recommendation in paragraph 8.1 of the Scottish Home and Health Department report, "Crossing the Boundaries", that more schemes should be devised for offering training and adequate remuneration to foster parents; and if he will make a statement;

(4) if he will implement the recommendation in paragraph 13.4 of the Scottish Home and Health Department report, "Crossing the Boundaries", regarding the nurse-patient ratio in psychiatric units for children and adolescents;

(5) if he has considered the recommendations regarding the special educational needs of children under five years of age in paragraph 4.17 of the Scottish Home and Health Department report, "Crossing the Boundaries"; and if he will make a statement;

(6) what his response is to the recommendation in paragraph 4.22 of the Scottish Home and Health Department report, "Crossing the Boundaries", that the question of mandatory pre-school provision should be reexamined;

(7) if he has considered implementing the recommendation in paragraph 5.37 of the Scottish Home and Health Department report, "Crossing the Boundaries", that departments of child and adolescent mental health, closely associated with existing departments of child health, should be established in the Scottish medical schools.

This report was prepared, not by the Scottish Home and Health Department, but by a working group set up by the mental disorder programme planning group of the Scottish Health Service Planning Council and of the former advisory council on social work. Its recommendations are addressed primarily to local authorities and health boards to be carried into effect by these bodies within the resources available to them and in accordance with general guidance given by my right hon. Friend from time to time on priorities in the area covered by the report. The recommendations in the report which directly concern my right hon. Friend are still being studied; and the implementation of sections 95–97 of the Children Act 1975 is under discussion with the Convention of Scottish Local Authorities.
