asked the Secretary of State for Employment how many letters he has received on the industrial relations aspect of the Government's recent decision about Government communications headquarters; how many have been from (a) trades union officials, (b) individual members of trades unions and (c) non-anion members of the general public; and what has been the general content of such letters.

I have received some 25 letters about the general industrial relations aspect of the Government's decision concerning staff at GCHQ. It is not evident in every case whether the writer is or is not a member of a trade union or a trade union official. The letters expressed a variety of viewpoints although a fairly common concern is that the measures taken at GCHQ might be extended to other areas of employment. However, as has been made quite clear, it is emphatically not the Government's intention to extend the measures taken at GCHQ beyond those agencies whose primary functions are concerned with security and intelligence and attention has therefore been drawn in the replies sent to the statements to this effect made in the debate on 27 February.
