§ 30. Mr. Higginsasked the Secretary of State for Transport if he will carry out a sample survey to establish what percentage of pedal cycles are not conforming to the law regarding lights at night.
§ Mr. RidleyThe transport and road research laboratory recently carried out a study on cycle lamps and reflectors in Cambridge, Eastleigh, Southampton and Portsmouth. It found that about a quarter of all cyclists on the road at night failed to meet the legal requirement to show a white light to the front and a red light and red reflector to the rear. Nine per cent. showed no visible lights at all.
