§ Mr. Ralph Howellasked the Secretary of State for the Environment if he will define employers in respect of local 251W government in the context of the Royal Commission on Local Government 1929; if he will state which office holders amongst elected representatives on local councils have access to all details regarding pay and allowances of local government staff in their respective authorities.
§ Mr. WaldegraveLocal government staff are employed by individual local authorities. In general, their pay and conditions are governed by national agreements. Access to information about the pay and allowances of individuals is a matter for each local authority to determine; but any councillor has a right to information which he reasonably requires to carry out his duties as a councillor.
