§ Mr. Wigleyasked the Secretary of State for Wales if he will give borrowing sanction to local housing authorities in Wales to enable them to offer loans to those persons in their area who have made valid applications for housing improvement grants, but who are not in a position to undertake the work without a bridging loan to cover them until such time as the council are in a position to pay the grant to them.
