asked the Secretary of State for the Environment if he will introduce legislation to amend section 137 of the Local Government Act 1972 so as to prevent expenditure by local authorities on matters not related specifically to their specific responsibilities.

My right hon. Friend is considering whether any action in regard to section 137 is necessary and practicable.
