asked the Secretary of State for the Environment if he will list the local branches of his Department which liaise with the Department of Health and Social Security on conditions of bed and breakfast accommodation.

Conditions in particular establishments are a matter for local authorities which have powers to ensure proper standards in houses in multiple occupation. Local office staff in the Department of Health and Social Security are expected to draw to authorities' attention any establishments they visit where they see cause for concern about standards. I understand that instructions are to be issued reminding them that they should do this.
