asked the Secretary of State for the Home Department, on 31 January, how many unconvicted prisoners were being held in overcrowded conditions; and how many were being held in conditions that conform to 1964 prison rules for the treatment of remand prisoners.

Information held centrally about cell-sharing and the use of police cells does not distinguish between convicted and unconvicted prisoners.

On 8 January 1984—the nearest date to 31 January for which information is available—there were 8,164 prisoners sharing two to a cell and 4,278 prisoners three to a cell in local prisons which hold remand prisoners and remand centres.

On 31 January 1984 there were 6,697 unconvicted prisoners in local prisons and remand centres which are covered by the prison rules 1964. There were 145 prisoners in police cells which are not covered by the prison rules.
