§ Mr. MellorMy right hon. and learned Friend has it in mind to include provisions empowering the Attorney-General to refer an apparently over-lenient Crown court sentence to the Court of Appeal in the legislation establishing an independent prosecution service which will be introduced in a future session, as soon as parliamentary time can be found.
