§ Mr. HurdThe Commissioner of Police of the Metropolis tells me that the operational orders to those of his officers who policed these events merely related to the normal practice of permitting demonstrations to continue in such a way as not to obstruct the highway, the footpath, 513W or the entrance to buildings. These arrangements are discussed with the organisers of demonstrations where the police are notified in advance.
